Combine cottage cheese, eggs, maple syrup, and vanilla extract in a high-speed blender; process until completely smooth and aerated.
In a separate mixing bowl, sift together cocoa powder, oat flour, protein powder, baking powder, and salt.
Incorporate the liquid blender mixture into the dry ingredients using a silicone spatula until no dry streaks remain.
Fold in 2 tablespoons of chocolate chips into the batter.
Transfer the batter into the prepared baking pan and spread evenly.
Top with the remaining chocolate chips.
Bake for 28 to 32 minutes or until the edges are firm and a toothpick inserted into the center comes out with a few moist crumbs.
Remove from oven and allow to cool completely in the pan for at least 30 minutes to permit the protein structure to set before slicing.
