Preheat oven to 375°F (190°C).
In a large skillet over medium-high heat, brown the ground beef with diced onion until the meat is cooked through and onions are translucent.
Add minced garlic, salt, and pepper to the skillet and cook for an additional 1 minute.
Drain excess grease from the skillet.
In a large mixing bowl, combine the beef mixture, condensed soup, milk, drained corn, and 1 cup of the shredded cheddar cheese.
Spread the mixture evenly into a 9x13 inch baking dish.
Arrange the frozen tater tots in a single layer over the top of the beef mixture.
Bake for 35 to 40 minutes until the tater tots are golden brown and crispy.
Sprinkle the remaining 1 cup of cheddar cheese over the top and bake for an additional 5 minutes until the cheese is melted and bubbly.
Remove from oven and let stand for 5 minutes before serving.
