Preheat oven to 375°F (190°C) and line a baking sheet with parchment paper.
In a large skillet over medium-high heat, brown the ground beef until fully cooked. Drain excess grease.
Season the beef with salt, black pepper, and onion powder. Remove from heat and allow to cool slightly.
Flatten each refrigerated biscuit dough piece into a 4-inch circle using your hands or a rolling pin.
Place approximately 2 tablespoons of seasoned beef and 1 tablespoon of cheddar cheese in the center of each dough circle.
Gather the edges of the dough and pinch tightly to seal, forming a ball.
Place the dough balls seam-side down on the prepared baking sheet.
In a small bowl, combine melted butter, minced garlic, grated parmesan cheese, and dried parsley.
Brush half of the garlic parmesan butter mixture over the tops of the dough balls.
Bake for 12 to 15 minutes, or until the dough is golden brown and cooked through.
Brush the remaining garlic parmesan butter over the hot bombs immediately after removing them from the oven.
