Combine cold water and both types of gelatin in a small saucepan and whisk until no dry lumps remain.
Allow the mixture to bloom at room temperature for 10 minutes to ensure proper hydration of the gelatin granules.
Heat the saucepan over low heat, stirring constantly with a spatula, until the mixture is fully liquefied and clear. Do not allow the liquid to boil.
Remove from heat and allow the mixture to rest for 2 to 3 minutes, then skim any foam off the surface with a spoon.
Transfer the liquid into silicone gummy bear molds using a glass dropper or pipette.
Refrigerate the molds for a minimum of 3 hours until the gelatin has completely set.
De-mold the gummy bears by gently pulling them away from the edges of the silicone and store in an airtight container.
