Preheat oven to 375 degrees Fahrenheit (190 degrees Celsius).
Cook the penne pasta in a large pot of boiling salted water until 2 minutes shy of al dente, then drain.
In a large mixing bowl, combine the par-cooked pasta, meatballs, marinara sauce, minced garlic, and dried oregano.
Transfer the mixture into a lightly greased 9x13 inch baking dish and spread into an even layer.
Sprinkle the shredded mozzarella and grated parmesan cheese over the top.
Bake for 30 minutes, or until the cheese is golden brown and the sauce is bubbling.
Remove from oven and garnish with fresh basil before resting for 5 minutes.
Serve warm.
